"Due regard being had to the difference in their conditions, the contructing Povera shall use their best endeavours to restrict to authorized persons the import of morphine coonine, and their respective salts",

"The contracting Powers shall use their best endeavours to adopt, or cause to bo adopted, measures to ensure that morphine, cocaine, and their respective salta shall not be exported from their countries, possessions, colonies and leased territories to the countries, possessions, colonies and lensed territories of the other contracting lovers, except then consigned to persons furnished with the licences or permits provided for by the 1978 or regulations of the importing country.

d) every derivative of morphine, cocine or their respective solta, or to every other elcaloid of opium, which on the ground of generally admitted scientific experiments could lead to si fler #buses and could have the same noxious consequences es result".
